Keyman minor releases

Keyman 18.0.215 beta through 18.0.222 beta and Keyman 19.0.15 alpha through 19.0.18 alpha were released in this cycle.

    • Handled non-BMP numeric entities in XML reader (#13365).
    • Added validation of nul rule (#13532).
  • Windows
    • Design improvements for the Update tab in Keyman Configuration (#13555).
  • macOS
    • Updated documentation (#13501).
  • Linux
    • Fixed build and run in Docker with different Ubuntu/Debian versions (#13537).
  • Android
    • Handled banner overrides independently for different device state (locked and unlocked) (#13546).
  • Localization (Windows, Android)
    • Updated Spanish, Spanish (Latin America), and Russian language translation (#13499, #13527).
